I hope this leer nds you well and thriving in our beloved community of Lincoln Park. I
wanted to share some highlights from the recent State of the City Address, sponsored by
the Lincoln Park Rotary Club, which took place on February 27th at the High School audi-
torium. Joined by the city council, Wayne County Commissioner Cara Clemente, and the
LP school board, we celebrated the posive strides and promising developments shaping
our city.
Volunteerism is an essenal part of our community's growth and vibrancy. Organizaons
like the Exchange Club, Rotary Club and Hands of the City have played pivotal roles in Lincoln Park's history,
and their connued dedicaon enriches our quality of life. From organizing popular events like the Memorial
Day Parade to Lincoln Park Days and Fantasyland, volunteers infuse our city with energy and spirit. Our next
volunteer event is the Earth Day Clean Up at the Kennedy Memorial Building on Saturday, April 20th at 10:00
a.m. Let's work together to beaufy our parks and downtown area and prepare our town for the upcoming
seasons. I encourage you to join us by volunteering at a city-sponsored event or joining a city commission,
where your contribuons can truly make a dierence.
I am pleased to announce that our budget has regained stability, boasng a fund balance of $3.2 million. This
achievement is a testament to the hard work of our Finance Department. Addionally, our Assessing Oce has
reported a nine percent revenue increase over 2022, providing more resources to enhance services for our
cizens. The real estate market in Lincoln Park connues to thrive, with homes and businesses selling at histor-
ically high rates. Our commitment to infrastructure and city services is unwavering. Thanks to iniaves from
city departments, we've seen signicant progress across various fronts. From road construcon and resurfac-
ing to sewer relining and public safety enhancements, each department has played a vital role in advancing our
city's welfare and prosperity. Excing developments are also on the horizon, including the sale of the Sears
property at Dix and Southeld, with plans for a three-phase project that promises business condos with future
expansion opportunies.
With increased volunteerism, grant funding, and revenue, we're poised to accelerate our progress and imple-
ment proacve maintenance strategies for the future. Thank you for your unwavering support and dedicaon
to making Lincoln Park the best it can be. Together, we will connue to build a brighter future for all. Should

A parent is needed to register children under 18.
The rates listed are the Early Bird Rates.
To get these rates, register before rst day of
class.

Registering Aer Deadline Date:
If circumstance allows, individuals may be able to
register aer the program deadline date. A late fee
of $5 will be assessed (per class). Unless otherwise
noted, the program deadline date shall be the day
before the class begins.
Park & Recreaon Accepts
Nonresident Fees:
A $5 nonresident fee will be added to all adver-
sed fees for any nonresident wishing to register
for any Lincoln Park Parks and Recreaon Program.
Residents are those persons with Michigan iden-
caon (Driver's License) showing a Lincoln Park ad-
dress. Unfortunately, no excepons can be made
for those working in Lincoln Park.
Refund Policy:
You must apply for a refund in person at the Parks
and Recreaon Oce (Bandshell). No refunds will
be given aer the acvity begins. If canceled aer
the session begins, a prorated amount shall be
returned by check directly from City Hall in
approximately 3 weeks.
Special Needs:
We want to serve everyone! If you would like to
parcipate in one of our programs and require
special accommodaons because of a disability,
please contact our sta at least two weeks prior to
the start of the program and we will do whatever
we can to make these special arrangements.
Picnic Shelters:
Park Shelter Permits are available to purchase
Monday-Friday from 9:00 a.m.- 4:00 p.m. at the
Kennedy Memorial Building. There is a $60 non-
refundable fee to reserve a park shelter. Permits
entle you and your group to use the restrooms.
You must apply in person and with a valid State ID
or Drivers License. No phone or mail requests will
be accepted.

Soo Bahk Do is a tradional maral art that
emphasizes the integraon of physical, mental
and spiritual aspects of training. Get and stay in
physical shape, learn to defend yourself,

Happy Spring Residents,
We all love it when spring comes each year. We have come through another Michigan winter that always seems to last
forever. The kids love spring because summer vacaon from school is just around the corner. Spring also gives us an
opportunity to get out of the house more oen.
The past few summers we have seen an increase in people riding minibikes and All-Terrain Vehicles (ATVs) in the city.
We have also responded to an increased number of crashes involving minibikes and ATVs.
Many of the crashes have involved serious injuries and some have involved young, unli-
censed drivers.
The State of Michigan and the City of Lincoln Park have laws, ordinances, and regulaons
that prohibit minibikes and ATVs from being driven in the city. ATVs require an O-Road
scker from the Secretary of State and can only be ridden on private property belonging
to the driver or in an area designated for the riding of ATVs. The riding of an ATV on a city
streets or parks will result in the ATV being impounded and the driver being cketed, and
in some cases, arrested.
Minibikes have seemed to explode in popularity over the past few years. Minibikes were
once thought of as a fun vehicle that people built from scratch. Today, minibikes can be
found for sale from internet sites such as Amazon and eBay as well as Walmart and Trac-
tor Supply. What the sellers do not tell you is that you must ride the minibikes on your
private property and designated locaons. Minibikes can only be legally ridden in your
backyard if you live in Lincoln Park.
Lincoln Park City Ordinance 494.07 states, No person shall operate a minibike, snowmobile, or go-cart on any municipal-
ly owned property.City owned property includes sidewalks, streets, and parks. Alleys and any other property owned
by the City of Lincoln Park are included in the prohibion against minibikes. Addionally, City of Lincoln Park Ordinance
422.03 requires that any motor vehicle operated within the city limits must have insurance while Ordinance 494.01 re-
quires that any person operang a motor vehicle within the city must have a valid driver's license issued by the State of
Michigan.
Ocers of the Lincoln Park Police Department have been instructed to impound illegal vehicles such as minibikes, ATVs,
and go-carts if they have been found driving within the city limits. The driver of such vehicles will also be cketed, and
possibly arrested, if they are found operang one of these vehicles in Lincoln Park. Minibikes and ATVs can be fun to
ride if they are ridden properly. They should only be driven in areas designated for those vehicles. Riders should be
wearing helmets, goggles, gloves, and other safety equipment when riding a minibike or ATV.
The City Ordinances aecng minibikes, go-carts, and ATVs were enacted because it is dangerous to ride these vehicles
with car and truck trac present. When a crash involving one of these vehicles occurs it is always the driver of the mini-
bike, go-cart, or ATV that is injured because these vehicles oering no protecon from cars and trucks.
The fun found in riding minibikes, go-carts, and ATVs ends when someone gets hurt. The Police Department enforces
the State and City Ordinances regarding minibikes, go-carts, and ATVs to eliminate riders being injured. The goal is to
have fun but to do so while remaining safe.

Lincoln Park Neighborhood Watch Program
The neighborhood Watch Program assists the Police
Department by providing eyes and earssupport.
Members report suspicious acvity directly to the
police Department but do NOT engage with individu-
als. Members receive regular updates on criminal ac-
vity along with personal crime and prevenon ps.
Meengs are held on the 2nd Thursday at 7:00 p.m.
in the Lincoln Park Community Policing Building.

Lincoln Park Cizens Patrol Watch
The Cizens Patrol watch was formed to be an assist
to the Police Department. Police Ocers cant be eve-
rywhere and the CPW lls the void by being eyes &
ears for the department. They are volunteers from
the city that go on regular patrols and report suspi-
cious circumstances. Their patrols on AngelsNight
and Halloween have reduced vandalism in the city,
and they are also a great help at mes of crises in the
city through extra patrols during power outages and
special events. Meengs are held on the second
Wednesday of each month at 7:00 p.m. in the L.P.

through the Oce of Community Planning and De-

bath, among many other things. The CDBG Residen-
al Rehabilitaon Loan program has been an im-
portant part of our community for over 40 years.
The purpose of this program is to help low to low-
moderate income families bring their homes into

Dog Licenses:
All dogs 6 months and older must be licensed. Licenses for 2024-26 will be available for sale beginning May 1st and are
due by June 1st. A dog license can be purchased in the City Clerks Oce Monday thru Friday from 8:00 a.m. to 4:00
p.m. You must present a current rabies cercate issued by a licensed veterinarian. The Rabies Cercate must state the
date the shot was given and when it is due again. It must also include the correct owner/address informaon.
*Senior rate is available to owners who are age 62 by June 1st of the current year.
A $6.00 late fee will be imposed if not purchased by the due date of June 1st.
Birth & Death Cercates:
Lincoln Park Birth and Death Cercates are available Monday thru Friday from 8:00 a.m. to 4:00 p.m. with proper iden-
caon. Forms are available on the Citys ocial website at www.citylp.com. Due to privacy laws, these cercates are
only available by mail or in person.
Garage/Yard Sale:
A permit is required to have a Garage/Yard/Estate Sale. Each residence can purchase two permits per year. Duraon
of each permit shall not exceed three (3) consecuve days. The fee for a permit is $10 and must be obtained prior to
commencing the sale. Posng of signs on public property is prohibited. In addion the City Council has designated the
second Friday in June and September as the starng dates for two City Wide Yard Sale Weekends:

Specialty Permits:
All Door to Door Sales, Ice cream Peddlers, Junk Dealers and many other specialty licenses are required and are available

Remember those property assessment statements you received in March? Hold on to those for ling your
2024 income taxes next year. This gives you the property informaon you need to le your State of Michigan
tax return, Homestead Exempon.
2024 Property Tax Bill Update
The 2024 Summer Tax Bills will be mailed in July and are due August 20th, 2024.
It is very important to remember that in order to use the three-payment installment plan, the rst payment
for the 2024 Summer taxes must be made by August 20th, 2024. If not, then the enre amount of the Sum-
mer taxes are due with a 1% penalty added for each month. Per our City Charter, there are no excepons to
this requirement.
Tax bills are mailed to the owners of the property at the mailing addresses provided and to mortgage compa-
nies. If you are not the owner of the property described on the tax bill you receive, please forward it to the
owner or return it to the Treasurers Oce. If you no longer maintain an escrow account with a mortgage
company and do not receive a tax bill, please contact the Treasurers Oce.
Persons who qualify for a tax deferment may do so up to September 15th, 2024. You may obtain the forms
from the Treasurers Oce or our website at www.citylp.com, under the Treasurers Department.
Credit Card Reminder
The Treasurers Oce accepts Visa, Master Card, Discover, American Express and Debit cards with the Visa or
Master Card logo, for a 2.95% or a minimum of $2.00 fee. Picture idencaon and credit card are required.

Please remember that the city does not maintain the following roads:
Wayne County roads: Outer Drive, Southeld Road, and Dix/Toledo Hwy. Potholes, road hazards, and trac

Michigan Department of Transportaon (MDOT) State roads: Fort Street (M-85) or (I-75), potholes can be

TREES
Trees located in the easement area between the sidewalk and the street are
the responsibility of the City of Lincoln Park and may not be cut down or
trimmed without the permission of the DPS Director. If you have a tree locat-
ed in the easement that you would like trimmed or evaluated for removal,
you can report it through the city website at: www.citylp.com, “Report a Con-
cerntab under How Do Iat the top of the page. Trees that are deemed
healthy will not be removed, even if it is damaging the sidewalk. The city has a
cost-sharing sidewalk replacement program with homeowners if the sidewalk

TRASH/RECYCLING/BULK/YARD WASTE
Green for Life (GFL) is the citys contractor for trash, recycling, yard waste, and bulk items. All items for
pickup must be out on the easement by 7:00 a.m. on your scheduled pickup day. Please remember that if
you choose to put your trash out the night before, make sure it is packaged in a manner that will keep
any animals from tearing it open. GFL observes the following holidays: New Years Day, Memorial Day,
Independence Day, Labor Day, Thanksgiving Day, and Christmas Day. Please remember that if a holiday
falls on a weekday, your scheduled service day will be delayed by one day. Regular collecon will resume
the following week.

Recycling includes items such as plasc containers with codes 1 & 2, cans, paper, and cardboard. Bulk can
include items such as a couch, chair, maress, etc. Items such as refrigerators must have the doors and
freon removed. Each household is allowed one bulk item per week. Yard waste collecon begins on the
rst Monday in April up unl early December, depending on weather condions. Yard waste must be
placed in paper yard waste bags or containers marked with a compost scker you can get from DPS or
City Hall buildings.

3:00 p.m. If the water main break occurs outside of
these hours, please call the non-emergency police phone
number at (313) 381-1800 and they will dispatch the wa-
ter main break concern to DPS.
CATCH BASINS
Catch Basins take the rainwater and snow melt o away from the
streets through the stormwater system. This is a separate system
from the sanitary sewer system. Please do not blow leaves or grass
clipping into the street. Catch basins must remain clean and free of
debris to drain the street properly and avoid ooding.

with spring and summer comes rain and grass growing season. Please remember eight (8) inches is the maximum
height for grass and weeds. It is much cheaper for you to maintain your property than for us to cut it. Remember if we
cut it, you get the bill. We have spent the past several months reminding residents that they are responsible for the up

CODE ENFORCEMENT VS BUILDING DEPARTMENT:
We would also like to that this opportunity to inform you that Code enforcement is dierent from the Building Depart-
ment. Even though we are a division of the Building Department we cannot answer quesons regarding permits, in-
specons, or rentals. Code enforcement can be reached by dialing our number, 313-381-3203, or through city hall's
number, 313-386-1800 ext. 2253 or #2 and then #1. Code enforcement will post your house for violaons, and some
will need permits to complete. Remember permits are through the Building Department. Both oces are open Mon-
day-Friday 8am-4pm, except holidays.
PARKING REMINDERS:
Parking on the city streets during posted hours is handled through the police department along with parking in the
alley. They can be reached at 313-381-1800 ext. 2252. You are not allowed to park in any city alley at any me. Aban-
doned vehicles on private property are handled through code enforcement. Abandoned vehicles are any vehicle that
cannot be driven on the street. All vehicles shall have current/proper license plate displayed and air in all res. All res
must be on the ground. Aer code enforcement has completed their enforcement, it will be turned over to the police
department for towing purposes.
