IRP Denions:
Apporonment percentage- the rao of the distance traveled in the member jurisdicon by a eet during the
reporng period to the distance traveled in all member jurisdicons by the eet during the reporng period,
calculated to six decimal places, rounded to ve decimal places, and mulplied by one hundred.
Apporonable Fee- any periodic recurring fee or tax requited for registering vehicles, such as registraon,
license, or weight fees.
Average Per Vehicle Distance – is the distance assigned to the eet by the base jurisdicon.
Base jurisdicon – the member territory (including 48 states, D.C. and 10 Canadian provinces) in which
an applicant applies for apporoned registraon under the Internaonal Registraon Plan (with proof of
residence); or the member state or province that issues apporoned registraon to a registrant under the plan.
Established place of business – a physical structure located within the base jurisdicon that is owned or leased
by the applicant or registrant and whose street address shall be specied by the applicant or registrant. This
physical structure shall be open for business and shall be staed during regular business hours by one or more
persons employed by the applicant or registrant on a permanent basis (i.e., not an independent contractor) for
the purpose of the general management of the applicant’s or registrant’s trucking related business (i.e., not
limited to credenaling, distance and fuel reporng, and
answering telephone inquiries). Operaonal records
concerning the eet shall be maintained at this physical structure and be made available during business
hours.
Fleet – one or more apporonable vehicles designated by a registrant for distance reporng under the
Internaonal Registraon Plan.
Household Goods Carrier-a carrier handling (i) personal eects and property used or to be used in a dwelling,
or (ii) furniture, xtures, equipment, and the property of stores, oces, museums, instuons, hospitals,
or other establishments, when a part of the stock, equipment, or supply of such stores, oces, museums,
instuons, including objects of art, displays, and exhibits, which, because of their unusual nature or value,
requires the specialized handling and equipment commonly employed in moving household goods.
Reciprocity – the reciprocal grant by one jurisdicon of operang rights or privileges to properly registered
vehicles registered by another jurisdicon, especially but not exclusively including privileges generally
conferred by vehicle registraon.
Registrant – a person in whose name a properly registered vehicle is registered.
Rental Fleet- Vehicles the Rental Owner designates as a Rental Fleet and which are oered for rent with or
without drivers.
Reporng period – the period of twelve consecuve months immediately prior to July 1 of the calendar year
immediately preceding the beginning of the registraon year for which apporoned registraon is sought.
If the registraon year begins on any date in July, August, or September, the reporng period shall be the
previous such twelve-month period.
Residence – the status of an applicant or a registrant as a resident of a member jurisdicon.
